Having a OTR type tractor//trailer license to drive a 1 ton//gooseneck combo could land you a big fine. That is why in my state they have class A cdl with L endorsement. If you stay within the state, a K endorsement. No need for air brake, and the other OTR endorsements. Hazmat would be good to have. That is why you have to have the right class A cdl. A 40,000 pound 1 ton// gooseneck handles a lot different than a air braked tractor//trailer. I do not know about other States. But in my state that is the law for cdl license.
